Prevent, Radicalisation and Extremism Policy

Introduction

This policy outlines the steps that RCG as the Awarding Organisation (AO), will take to comply with the UK regulations in relation to preventing radicalisation and extremism. This policy is in line with the UK government's Counter-Terrorism and Security Act 2015 and the Prevent Duty Guidance. 


Prevent Duty

The Prevent Duty is a legal requirement placed on specified authorities, including AOs, to have due regard to the need to prevent people from being drawn into terrorism in the UK. In order to comply with this duty, Railway Competence Group will: 

  • Ensure that all staff are aware of their responsibilities under the Prevent Duty and are trained to identify the signs of radicalisation and extremism in the UK. 

  • Ensure that all learners and apprentices are made aware of the dangers of radicalisation and extremism in the UK and are provided with the necessary information and support to help them protect themselves from these dangers. 

  • Ensure that the RCG's policies and procedures are in line with the UK government's Prevent Duty guidance and that regular reviews are carried out to ensure that RCG is meeting its obligations.  

  • Ensure that appropriate support is provided to learners and apprentices who are identified as being at risk of radicalisation or extremism in the UK. 


Radicalisation and Extremism

Radicalisation is the process by which a person comes to support terrorism and extremism. 


RCG will take a proactive approach to preventing radicalisation and extremism in the UK by: 

  • Ensuring that curriculum is inclusive and promotes British values such as democracy, the rule of law, individual liberty, and mutual respect and tolerance of different faiths and beliefs in the UK. 

  • Providing opportunities for learners and apprentices to engage in activities that promote social cohesion and integration in the UK. 

  • Encouraging learners and apprentices to challenge extremist ideas and ideologies in the UK. 


Reporting and Managing Radicalisation and Extremism

RCG will have a clear and robust process in place for reporting and managing any incidents of radicalisation or extremism in the UK. This will include: 

  • Providing staff with clear guidance on how to identify and report any incidents of radicalisation or extremism in the UK. 

  • Ensuring that any reports of radicalisation or extremism are handled in a confidential and sensitive manner. 

  • Providing support and guidance to learners and apprentices who have been identified as being at risk of radicalisation or extremism in the UK. 

  • Collaborating with other organisations and agencies, such as the police and local authorities, to manage incidents of radicalisation or extremism in the UK. 


Procedure for Reporting Radicalisation and Extremism

All allegations or suspicions must be taken seriously. It is vitally important that any disclosure made in confidence is recorded factually as soon as possible; this is whether or not the matter is taken to another authority.  


This procedure must be followed whenever an allegation is made. Confidentiality is assured for the person reporting a concern. Everyone is told to report any concern or incident, however small.  


Procedure: 

  • Allegation or suspicious activity spotted   

  • Any concerns should be discussed with RCG ASAP and within 24 hours  

  • Details logged and reported to RCG Responsible Officer immediately  

  • An accurate account shall be made as soon as possible of the nature of the allegation or suspicious activity 

  • All relevant details collated including:  

  • Name, position and contact details of the person reporting the incident  

  • Name of child or vulnerable adult, contact details and date of birth  

  • Parent/ Guardian/ Carer contact details (where available) 

  • Date and time of what has occurred and the time the disclosure was made  

  • Details of the incident/ allegations/ suspicions.  

  • RCG will consider any report, seeking legal advice where necessary, and will take action which may involve referral of the incident to the appropriate people or authorities (e.g. parents, police, DBS, social services) within 24 hours  

  • Review and consider any corrective or preventative action that maybe required 

  • RCG will keep all sensitive information secure 



Monitoring and Review

RCG will monitor and review this policy on a regular basis to ensure that it is effective in preventing radicalisation and extremism in the UK. This will include: 

  • Regularly reviewing the effectiveness of training and support for staff, learners and apprentices in relation to preventing radicalisation and extremism in the UK. 

  • Regularly reviewing the AO's policies and procedures to ensure that they are in line with the UK government's Prevent Duty guidance. 

  • Reviewing the procedures for reporting and managing incidents of radicalisation or extremism in the UK. 

  • Consulting with other organisations and agencies, such as the police and local authorities, to ensure that the RCG's approach to preventing radicalisation and extremism in the UK is effective. 



Railway Competence Group is committed to preventing radicalisation and extremism in the UK and to complying with the Prevent Duty. We will continue to update and review our policies and procedures to ensure that we are meeting the requirements set by UK regulations and that we are effectively protecting our learners and apprentices from the dangers of radicalisation and extremism in the UK.
